1109 Congress will feature a new 69-unit apartment building totaling approximately 62,347 SF. The site currently contains two existing buildings which are to be razed to allow for new construction. The proposed structure will include 8 stories in addition to a penthouse level, with a retail shell space on the first floor. The amenities will feature a lobby on the ground level and a fitness room on the 1st level. The structure consists of a slab on grade, 2nd-floor podium slab, and seven levels of Cold Formed Metal Framing with concrete on metal deck structure from the podium slab up.

McCullough Construction worked on this project over a 5-year period. It was planned in 2018 as a market rate Condominium project. The project now will be a Permanent Supported Housing facility, run by the DC Government (Department of Human Resources), which will provide permanent residences for qualified homeless people in Washington, DC.
