McCullough transformed a vacant lot in the heart of historic Annapolis into a distinctive Class A office and retail development at 7 State Circle. The project demanded close coordination with the City of Annapolis to minimize disruption to the public and adjacent businesses throughout construction — an effort that earned praise from the Mayor’s office. The result is a building that enhances one of Maryland’s most historic streetscapes.
